In line with the general economic trend, since 1987, many national governments have experimented with some form of commercialisation of air navigation services.

Commercialisation is a broad term that encompasses the introduction of a range of practices from providing ANSPs with varying degrees of operational flexibility to full privatisation.

For most commercialised ANSPs, governments retained some degree of control.

In many cases financially pressed governments have sought new arrangements that remove the cost of air navigation services from their budgets. Moreover, governments have been facing pressure from the air transport industry itself, which is operating in a progressively liberalised economic environment.

Finally, as many of you know the situation is very dynamic and continuously evolving.

On 3 February 2016, the ATS Committee with the support of the Civil Aviation Section Committee decided to organise a three-day Conference regarding commercialisation of air traffic control, 9-11 May 2017, in Italy.

In line with our usual practice, on the first day of the Conference, there will be a series of panel discussions to give us an overview of the situation. The second and third days will be reserved for affiliates only, and we are aiming to devise the basis of an ITF position and strategy with regards to commercialisation and privatisation of ATC.
